Congressman Lungren (R-CA) introduced The Small Business Paperwork Mandate Elimination Act on April 26, 2010 when not many people were talking about this harmful mandate. At a morning press conference, surrounded by leaders of the small business community and armed with the fact that 273 of his colleagues cosponsored the bill, Lungren stressed the importance for repealing the 1099 tax reporting requirement imposed on small businesses. The excessive reporting burden was created to purportedly pay for the Democrats' Health Care bill. "The Small Business Paperwork Mandate Elimination Act of 2011 -- H.R. 4 is a jobs bill, plain and simple. Our economy needs job creators more than ever and removing the obstacles for them to feel confident in hiring people is my main priority," Lungren said The 1099 tax requirement found in Section 9006 of the health care bill places an unprecedented burden on small business by requiring business owners who purchase more than $600 in goods or services in a year to submit a 1099 tax form to the Internal Revenue Service. "It is paramount that we restore confidence in the small business community. Congress would not have reached this final vote if it was not for the grassroots support of small businesses across the country who rose up in response to the attempted imposition of the 1099 mandate. Their cooperation with my staff is greatly appreciated. I have said it before and it bears repeating, the engine of our economy is small business and we should be supporting policies that contribute to job growth, not imposing new government mandates on the backs of small business owners," Lungren concluded. ### Congressman Dan Lungren serves as Chairman on the House Administration Committee in addition to serving on the Judiciary and Homeland Security Committees
